.tmp files causing havoc.....Please help

Does anyone know anything about a file called ZLT04f17.tmp
or ~7571569173 that appear in windows/temp directory.

I remove them (must be in safe mode), remove them from the
recycle bin, bring up the system in normal mode and the
files reappear. No matter how often I remove the files
they always come back.

The file ~7571569173 causes an error message to appear stating

Explorer has caused an error in
~7571569173
Explorer will now close

When you click on close everything on the desktop goes away
and I must reboot.

Any Ideas or assistance would be appreciated
