Oh, you mean THIS is where, in the USA, 'Homeland Security' got its model
of terrorism activity color warnings? Resulting in a 'critical' warning
for summer activity, but no change in alert level. Sort of like the
"tornado warning" and "tornado alert", it is not immediately obvious which
level indicates more danger (the answer is, "tornado warning, because that
means a tornado has been obeserved in the area, "tornado alert" means only
that the conditions for a tornado are present... or is it the other way
around?) Why can't we just say what we mean?
