Rather than taking internet access away completely, create a lab with a
few linux computers that do have directed internet access, but keep the
windows computers confined to the local lan.

Give the linux machines some cdrw's or let them share some hd space with
the windows machines. People could download av software updates with the
linux machines and take them to their computers.

In fact, this is the point in time that I would use to convince management
that conversion over to linux is necessary for security reasons.

Management must be willing to spend the money for retraining, but the
    software is already there (http://www.kde.org/)

Good luck with whatever you do.
