Removing an infected file

Hi Norton Antivirus tells me that this file is infected
with the W32.Randex.Gen virus. The file name is
C:\WINNT\System 32\wintftp.exe I cannot delete this file
or quarantine it. How do I get rid of it? I just
recently performed a hardrive format and got things
running..only to get hit with another virus! I am using
Windows 2000 and Norton antivirus always updated. I heard
there is a way to delete this file from Safe Mode? How
does that work. Thanks
