Which version of Windows are you running?

If it is a version that is capable to running in safe mode (press F8 at
startup to select it) boot into that.

Try the "Safe mode with network" option first to see if you can access the
Internet to get a good spyware killer such as Lavasofts Adware
(http://www.lavasoft.de/software/adaware)

Run that and see if you are able to boot normally once that is complete. If
you are, try a second tool such as Spybot S&D (http://safer-networking.org/)
to clear out anything else your first scan might have missed.

Next, get a host-based firewall on your computer (such as the free one with
Windows XP or something like Zone Alarm or BlackICE)

Finally, be very careful what you download!
