This scam is called Nigeria-letters, they used to come in snail-mail
back in the days so it is a very old scam. There is really not much you
can do about it, in some countries there are agencies that want to keep
track of theese, but that is mostly to see how frequent it is at least
here in Sweden.
People do fall for the scam and looses money, personally I think they
deserve it for trying to rip someone else off... but.
As someone else said. A good spam filter can be very helpful, and it's
your best bet.
