No Backup util

Thanks for answers to prev question.
But it seems nobody listened to the question.
Namely: I know that Backing up is do-able, even by hit or
miss, getting it right or wrong. I'ver read most
instructions on it, including at the MS site offered.
The problem is: There is no "Backup Wizard", no "Backup"
button in the "System Tools" directory under "Accessories"
in the Start menu.
Rather, it includes: Activate Windows, Character Map, Disk
Cleanup, Disk Defragmenter, Files and Settings Transfer
Wizard, Scheduled Tasks, System Info, and System Restore.
I list these to convince the helpful responder that I am
looking in the right place.
So, back to the question: There appears to be no "Backup"
utility. Where could it be hiding?
- OR - as I installed XP without setting up a System
Administrator role, am I locked out of this? Is backing up
only permitted by a system administrator? And if so is it
too late for me to become one? Hint: It is one of my
several home computers, there is nobody else
with "authority" around here. I'm not even married !!
How do I find the backup utility??
