Okay Suzy, you're stuck in safe mode with no run command to get out of it,
perhaps see if it's just missing from the Start Menu.
Right click on the task bar, click PROPERTIES, then click START MENU tab. Look
for the CUSTOMIZE button next to the start menu preference. Click on the
ADVANCED tab and in the start menu options box look for the check box labelled
RUN COMMAND, and check the box, click OK.
