Have you checked your BIOS? Some BIOS offer a modicum of AV protection by
preventing writing in the boot sector. You can turn it off and on.
If not, it's possible that your FAT has some area marked read only. Norton
has some tools to modify the FAT but it's not for anyone. A full backup
should be done before modifying the FAT.
It could also be your disk is damaged. Do a full scandisk with both
options turned on.
