NAV 2003 won't run

I am running Windows 98 on another computer. When I
installed NAV 2003 it prompts for a reboot after install.
After the reboot, Norton doesn't show in the taskbar and
when I try to open NAV, it doesn't respond. No errors, no
anything. I ran an online system scan, no viruses were
found. I then uninstalled and deleted all of the registry
files associated with Symantec and NAV and reinstalled
but the same problem persists. Any ideas?
