stopping Trojan before they install????

I have all my PCs with Win 98,XP and 2000 behind a NAT
firewall and all run norton antivirus 2003. All PCs have
microsoft updates current. We run spybot and ad-aware
weekly. But some people use AOL AIM and leave it on all
day and get trojan's installed. Can this be stopped by
making these users restricted (cannot install software)
with windows security plus set IE from medium to high
restriction for the internet on top of all the above
measures? If not any suggestions on using aim safely?
