Pauly's advice is worth reading carefully first (i.e. the reference
URL's)--but here's a generalized technique that may help.
Try copying the relevant EXE file to the same name .COM.
i.e. cd \windows\system32 <enter>
copy taskmgr.exe taskmgr.com <enter>
taskmgr <enter>
