Trojan.Startpage Virus

I have the Trojan.Startpage virus in a file in windows system32 folder. Symantec detected it but cannot repair or remove it. I have followed all of the steps in 3 different anti virus programs (most of which the same) and the virus is still with me.
All of the programs say to run a complete scan and delete all files detected as systems32\ctrlpan.dll. This file cannot be deleted because access is denied. The virus has changed names since I have been fighting it. Now it calls itself "Trojan.Bookmarker.B". Its the sme virus. If anyone has any ideas on how to get rid of this please let me know.
