internet explorer --adware virus that resets homepage

I scanned my system with nortons 2004 and it found
an "adware" virus that reset to home page, and I cannot
reset it, I followed the directions in fixing the registry
and the win.ini file but when I reboot the file still
exist, any suggestions how I might completely eliminate
this problem. The must be another exe program hiding
somewher but a complete system scan does not locate it.
