Can't run Scan Disk

I have a Sony Viao PC that is running Windows ME. When I
try to run Scandisk I get a message that says that
something is trying to write to the hard disk and that it
will therefore take a long time to perform the scandisk
routine.

I have gone to the task manager and stopped all non
essential items from running but the message still
appears and the scandisk routine will not complete.

Also, I have run a complete check on the disk using
current Norton anti-virus software.

Any ideas on what can be done?

Help!!!
