rebooting system when loading winxp

on start up, continues rebooting when it gets to loading
winXP.
rollback,dirty istall (not possible), and boot into safe
modes have no response.

just keeps rebooting and going to the menu to boot into
safe modes or rollback to a previuos setting, which only
reboots the system and starts the same process.
