.dll Pop-Up File Removal

Ingnore previous note, it is a .dll file. I picked
this .dll file up and have failed at several attempts to
delete this from my Windows XP operating system.
Including using McAfee to locate and try to either clean
or delete from y system.

DNSErr.dll (AdWare) Pop Up
Any suggestions would be appreciated.
