Help - No reaction on mouseclicks and keyboard

While surfing the Internet, suddenly the window began to scroll up and
down. I got no reaction on mouseclicks and I can not select and can not
start any program with my mouse and with the keyboard. After rebooting
the PC I still have the problems.

I am using Win 98 SE, Explorer 6.0 and Mozilla 1.5.

Can anybody tell me what happens and what I can do to solve the problems.
