Did you try Symantec's instruction of restarting in Safe Mode, and then
scanning?

What OS?

I've not searched exhaustively to see if a \windows\loader.exe is a legit
Microsoft file in any version of windows, but it is not in XP, for example.

So--if you are running XP, feel free to rename or relocate this file. You
may find you can't do that except in safe mode, however. You may also find
that other error messages arise at boot time with this file removed or
disabled--those can be resolved.
