I suggest using MSConfig or manually editing the Registry and removing the RUN locations
which load the software. Then reboot the PC. You should be able to then manually remove
the subdirectory tree where the software is installed. Then you can go into the Registry
and remove the Symantec related entries. Of course these are all generalizations. I am a
McAfee proponent not a Symantec proponent. But Symantec SHOULD be able to provide you with
a list of all Registry entries to be manually deleted and a list of directories that should
be deleted from the hard disk.

I had a similar situation with McAfee Retail v5.x which came pre-installed on a notebook
and there was NO uninstaller. Being a corp. customer we use McAfee v4.5.1 corp. edition.
I was able, through a corp. liaison to McAfee, obtain a document which told me all the
Registry entries to delete and what to delete from the hard disk. Once this was done I had
no problems in installing McAfee v4.5.1 corp. edition. I truly believe that at the minimum
Symantec should be able to provide you with a set of instructions to manually remove the
software even if a software uninstaller does NOT exist.
