blue screen.. FBI?

Hi... I was on the internet this evening when my screen
went blue and it said that the FBI was tracking the
internet sites I had been visiting... and could ahve
access to ones I have been to in the last few years. It
told me to download the security thing that would protect
me from the police/FBI getting contact to my info etc. I
do not know a lot about computers and was starting to
download when I thought this seemed wierd. So I stopped
the download, unplugged my modem and shut down my
computer. I then rebooted and plugged the modem back
in... I don't know if this is a virus, or if it is
something that is really going on. I am just looking for
info that will help me and possibly put my mind at ease.
I really don't think that I have been to any sites that
would require any type of surveillance. I don't know if
anyone can help me... but this screen also said I was at
high risk of investigation. Any thoughts from anyone?
