    There is a particular virus which can have this effect. If you cannot boot
    into safe mode either, the solution is to do a repair install of Windows XP,
    using the original CD.

    Install as though upgrading the existing system. Ignore the first R for
    repair option, which would take you to the recovery console--not helpful for
    you.

    After putting in the product key, the installer should search the drive for
    existing installations, find the original one, and offer to repair it. Take
    that choice!

    After the repair: 1) make sure the ICF internet connection firewall is
    active on the Internet connection. 2) immediately replace Service Pack 1
    for XP, 3) after that, put in all other critical patches offered by Windows
    Update, in the order it offers them.

    Update your antivirus definitions and do a full scan of all files on the
    machine.

    I apologize for not having the name of the bug that has this effect on the
    tip of my tongue--it replaces a Windows file used for authentication, as I
    recall--but if you can neither boot to safe mode nor regular mode, this is
    probably your next step in any case.
