may be Symantec people already asked you try Intelligent update.
but if you didn't try yet, try Intelligent update.

also check with adaware and spybot to find any unknown program or spyware.
also you can use Startup control panel to find what kind of program are running your PC.
If you find any unnecessary program disale it.

I don't know any program disable Liveupdate.
but I saw some program disable Norton antivirus and firewall.

also if you can post your Internet setting, Network Setting,
both detail it's might someone help.
