The system is already infected by a virus or worm that is preventing the
proper installation of NAV. You should try a remote virus scan using an
on-line scanner, then remove any detected viruses and worms, then apply all
necessary Microsoft security patches and Service Packs. For the
NortonAntiVirus folks to tell you it is an operating system issue is exactly
the same as saying yada-yada-yada; OF COURSE it is an operating system
issue - a virus has infected the operating system and is blocking the
operation of the antivirus progarm. Since NortonAntiVirus is sold for the
purpose of detecting and blocking virus and worms that try to infect the
operating system, the support people had best be on top of current virus and
worm activity. Unfortunately companies like Symantec (and also Microsoft)
don't always supply their support personel with the information they need in
a timely fashion. When this is the case, typically the support suggestion
degenerate into finger pointing.

The wisest course might be to buy a new copy of NAV2003 at a computer store
with a service shop and pay them to install NAV2003. Do this quickly before
computer service shops begin to discover how labor intensive it can be to
disinfect a system, apply the necessary Microsoft Security Patches and
Service Packs, and then successfuly install an antivirus program.
