Virus appears to have disabled many programs

I hope someone can help me with the problem I am having.
I have a Toshiba with Windows XP and Norton Anti-virus
software. I had not updated the software (Norton or
Windows) since I got the computer in early August. I use
a DSL internet connection.

My computer was happily running (I wasn't even using it)
when all of a sudden it began shutting down after 60
seconds and restarting, similar to how Blaster affects
computers. So I called Toshiba and they said it was
Blaster, gave me instructions how to remove the worm.

However, the instructions didn't work b/c it appears that
I do not have Blaster. I even ran an Blaster removal tool
and it said I didn't have it. Furthermore, whatever I do
have has disabled my e-mail (I can recieve but can't send)
and my anti-virus software, and won't let me download new
virus definitions or general removal software.

Does anyone know what on earth is wrong with it?
