Reuben--give us some clearer information:
What Microsoft site can you download pieces of Windows from?
What version of windows has an executable called mscommand.exe?
In general, the answers to these questions are negative--Microsoft doesn't
have bits and pieces of windows available for download, and I don't see
MSCOMMAND.EXE anywhere on my system, and it doesn't sound familiar--but I
haven't exhaustively researched it.
