Are you saying that KB824016 installs OK on all computers?
In that case, KB823980 is not needed.
Patch 824016 supercedes patch 823980:

First question under "Frequently asked Questions"

If you are getting Nachi, you have at least two problems.
1. No effective firewall.
2. Patch 824016 is not installed properly on the infected computers
regardless what Windows says.
A firewall OR the patch will stop Nachi.

Physically disconnect affected computers from the network and clean
them completely:

Uninstall KB824016 and KB823980 patches from affected computers.
Reboot.
Then install KB824016 patch on all the computers.

Only after you are completed connect the network connection.
