It's relatively easier to understand 0x9404. As you de-selected "Include
inheritable permissions from the object's parent" in the Explorer's
Permission setting dialog, the permissions applied on the parent object
will no longer be applied to its child object or objects. However, please
note that the "Include inheritable ..." option does not affect the
inheritance of the current object's own permission to its child object or
objects, which is controlled by SE_DACL_AUTO_INHERITED flag. Therefore, you
get 0x9404.

As for 0x9004, is it possible that you once explicitly removed the
SE_DACL_AUTO_INHERITED flag? If you create a new folder under it, does the
new folder automatically inherits the permission from the parent? Another
possibility is that 0x9004 is related to a thread that we once discussed
together several months ago:

SE_DACL_AUTO_INHERITED/SE_SACL_AUTO_INHERITED are not set by default on a
newly formatted partition. The system sets this bit when it performs the
automatic inheritance algorithm for the object and its existing child
objects. Maybe there was no automatic inheritance algorithm performed for
the object, so the SE_DACL_AUTO_INHERITED is not set.
