can't create test certificate in visual studio

I get "access denied" when trying to create a test certificate for ClickOnce
manifest. Specific steps below. This is in Visual Studio 2008 on Vista,
running in elevated mode:
1. Right click on a project and choose Properties
2. Click "Signing" tab
3. Click "Create Test Certificate"
4. Enter a password
5. Get error "Certificate Creation Error. Access is denied. Exception from
HRESULT 0x80070005 E_ACCESSDENIED"
The pfx file is actually created. I can browse to it by choosing "Select
from File".
I searched the Internet for information about this and found very little.
One other person documented it on the web address below. I changed the
permissions on the folder C:\Documents and Settings\All Users\Application
Data\Microsoft\Crypto\RSA\MachineKeys to give my specific user account full
permissions, and this seemed to fix the problem. How could the permissions on
this folder have gotten messed up? What are the right permissions? Is this a
known bug?
