Privileges: allow/deny problem...

Hi,
can anyone explain to me what differs the following 2 privilege
configurations:
1.
Allow logon as service: yes
Deny logon as service: yes
2.
Allow logon as service: no
Deny logon as service: no
Do they mean the same?
What differs checking a 'allow/deny' option from not-checking it?
