Hi Andrei,
Basically, Windows API does have such API for creating customized
privilege. Priviledges are a list of actions that are hard-coded in various
security system. And they are only checked in kernel SeAccessCheck
API(which is similiar as AccessCheck win32 API). Windows kernel does not
expose a API to extend the logic in SeAccessCheck. All the current
available priviledges are configurable through secpol.msc.
Can you tell me why do you want to customize a privilege for user accounts?
If you can provide some background information, we may find another
workaround for this task.
Thanks.
Best regards,
Jeffrey Tan

Note: The MSDN Managed Newsgroup support offering is for non-urgent issues
where an initial response from the community or a Microsoft Support
Engineer within 1 business day is acceptable. Please note that each follow
up response may take approximately 2 business days as the support
professional working with you may need further investigation to reach the
most efficient resolution. The offering is not appropriate for situations
that require urgent, real-time or phone-based interactions or complex
project analysis and dump analysis issues. Issues of this nature are best
handled working with a dedicated Microsoft Support Engineer by contacting
