HKLM/System/CurrentControlSet/Services registry contains all the services configuration information installed in the system. HKLM/System/CurrentControlSet/Services/McAfeeFramework/Security should be stored by McAfeeFramework service in your system, not by Windows system.
You may try to stop the McAfee antivirus software to see if this resolves your problem.

Also, you may use RegMon from www.systeminternals.com to monitor the registry access operations.
