    I re-ran the test with the LSA policy handle closed and still got the same
    results when running the code on my Win2K3 SP1 domain controller. Audit
    policy change notifications only happened at 5 minute intervals.

    I re-ran the test with the code running on a WinXP Pro SP2 workstation and
    audit policy change notifications were received immediately after the "OK"
    or "Apply" buttons were clicked in the policy editor.

    I'll see if I can get a Win2K3 SP1 server set up as a standalone server [not
    a DC in an AD tree] and re-run the test on it to see if it's the condition
    of being a DC that is making the difference.
