Create a user and specify the SID?

Is it possible to create a user and specify the SID?
My platform has an anonymous user account that gets created. Certain
security settings need to be portable between machines, so the SID of the
user on one machine should match the SID of the same account on another
machine. This is a local account only.
Is this possible? I've found no way to do it so far in the security docs.
