What you describe is a typical catch-22: you need experience to get a job but
w/o a job in the field you cannot get experience :(
The only way to overcome is to enter the tech field in a lower level job
where they mey not require experience / certification.
If you want to go from the educational way than the definite answer is to go
to a college and major in Computer Science. CS BSS and MS graduates usually
will get jobs. (Well, it depends on the job market - which is improving right
now - and the college's prestige, too.)
