SCE API

I am developing a program to control local security policies remotely,
something like remote version of the secedit utility, but I failed to find
appropriate API. Can anyone recommend me, how to dig into scecli.dll ?
Is it possible to get signatures for the following functions?
SceAnalyzeSystem
SceBrowseDatabaseTable
SceCloseProfile
SceConfigureSystem
SceFreeMemory
SceGetSecurityProfileInfo
SceIsSystemDatabase
SceOpenProfile
SceRegisterRegValues
SceSetupGenerateTemplate
