Disable PIN prompt in Smart Card Logon

We are writing a GINA replacement to support smart card logon with
biometrics authentication. Basically we use PKI with private key stored on a
smart card; private key access is controlled by biometrics credentials. We
already have a CSP with these capabilities.

The issue here is that we need to disable PIN prompting as we don't use PIN,
we use biometrics instead. Is possible to prevent WinLogon to prompt users
for smart card PIN?
