Dissallowing copying of windows files

Dear Sir/Madame,

A fairly fundamental question.
I am developing Access Applications for my clients. The question arose with
all of them the last year , how can I prevent someone from copying the mdb
file from the Server to an external media, on a windows level. We tried to
limit the access rights on the file and folder but it did not seem to work
without stopping MSAccess functioning.

I have investigated the ways to block access on a user level in access, but
I wanted to hit the evil in its root by preventing actual copying.

I suppose the question holds for any kind of file.
