As we know, if we select safemode, ntldr will load the system with
/saftboot:[mode], For instance:
multi(0)disk(0)rdisk(0)partition(2)\WINDOWS="Microsoft Windows XP
Professional"
/noexecute=optin /fastdetect /noguiboot /safeboot:minimal
After 95% bootup work finished, system starts winlogon. Then winlogon
creates winsta, desktops and load gina.dll. So replacing gina.dll does not
help anything to block safemood boot, no matter it is in win2k or xp.

I am afraid i can't fully understand what you are really trying to do. So
could you please clarify your meaning of "Block Safe mode boot"?
Since you said your ginastub did work in windows2000, if it is the goal you
are trying to achieve in Xp, please describe more what you expect it to
work.
