CryptDecryptMessage

Hi All,
I see that the CryptDecryptMessage call fails with the error 0x8009200c,
"Cannot find the certificate and private key to use for decryption." after
impersonating (either any other user or self) and doing a LoadUserProfile on
any user.
What am I missing here? I can do CerrOpenStore .. enumerate the certs in
them for all users, but this decrypt call fails.
