Make sure the enhanced provider is installed on the win9x machine (look for
rsaenh.dll in the system folder).
To get the enhanced provider, you should install the latest version of IE
(5.5 or 6.0) which includes the high encryption support. If you must use
older IE versions, here is a link to the high encryption packs for IE4 and
5.
