Use Outlook S/MIME with only a signing OR encryption cert but not both?

Is it possible to use only S/MIME encryption or S/MIME signing with
Outlook, without requiring both certs? In Outlook 2002, if you get
yourself just an encryption cert and try to coinfigure Outlook to use
this (Tools | Options | Security | Settings), it won't let you apply
the change unless you specify a signing cert as well. Why is this, and
is there a workaround, or is it specified as part of S/MIME that a user
must have both certs (whcih seems unlikely)? Thanks.
