executing net stop snmp under a User account

I'm not sure if this the right place to ask about this but since it has to do
with permissions to files I'll ask here. I need to exicute the net stop snmp
and net start snmp commands from my application while logged into a User
account (i.e. not Administrator). I have tried setting the security settings
on verious files in the system32 directory but haven't come with the correct
combination. Does anybody hear know how to do this?
