Domain Controller Crash & Recovery

Domain Controller: Windows Server 2000, All updates installed.
Exchange 2000, All updates installed,
3 other servers in Domain
No backup Domain Controller
Domain controller failed (Bad drive)
Installed new drive,
installed Windows server 2003,
Domain Controller, same name & IP as Old Domain
Installed Exchange 20003,
same first storage group server name as old Exchange 2000
Questions;
1. Some domain shared directories with restricted access under old Windows
2000 Domain will not re share or allow access from network administrator.
Even when logged in locally as administrator, the directories will still not
allow access.
How can I get access to these directories to either copy contents or adjust
permissions?
2. I have a backup of the Exchange 2000 first storage group (through Windows
backup). How can I import it or restore it to the new Exchange 2003 server?
