Custom SAS and WlxWkstaLockedSAS

I have my own GINA. I am able to send it SAS events, have it call
WlxSASNotify in winlogin for certain things. When the desktop is
locked, no mater was SAS value I put in WlsSASNotify,
WlxWkstaLockedSAS only ever gets passed the value for C-A-D SAS. Is
this supposed to do this? Is it a bug?
