How to debug winlogon blue screen?

Can somebody give a recommendation on how to debug winlogon crashes? We have
winlogon notification package in development and in nearly all cases when we
get STOP 0x0000021A 0x00000005 (0x00000000 0x00000000) there are no dumps of
any kind generated, no Event Viewer posts, nothing.
What is the technique to debug such issue? Is there an article or
documentation on this?
