Yes. The prompt will be displayed on XP SP2 system only if you execute the
downloaded program thru shell. This is expected, and only in SP2. On pre SP2
platforms, the program will simply be executed without any prompt just like
any program on you local hard drive.

You might want to try adding your signing cert to the "Trusted Publisher"
store.
