core sdk

hi!
I need to install the "core sdk" (in a windows 98) and
when I prove it, the message is:

"This request requires the SDK Update control. This
control is not installed on your computer. To install this
control, go to the Home page and click Yes when the
installation dialog box is displayed."

I don't find "sdk update control"

can anybody help me???
