Problem Submitting Request with Specific OID

Hello All,

I am having a problem submitting specific signing requests with the following OID

SPC_INDIVIDUAL_SP_KEY_PURPOSE_OBJID 1.3.6.1.4.1.311.2.1.21

The error that I get from Microsoft CA is
Error Constructing or Publishing Certificate Invalid Application Policies: 1.3.6.1.4.1.311.2.1.21

My question would be is to how to setup Microsoft StandAlone CA to accept such an OID in the request?
I am using ICertRequest interface via an ASP page.
