Remote Desktop and Gina

I'm writing my own gina and have problems with Remote Desktop. when I attempt to connect to workstation via remote desktop, the connection failed. (with msgina.dll, it works correctly of course). it seems the new process failed after calling WlxNegotiate, WlxInitialize is not called. why ?
